Yes, for Windows shared hosting services our SQL servers are available to the public without any additional settings. Simply connect to the server with your SQL user credentials. For our Linux systems, only the local server itself is allowed to connect, you will need to use cPanel to create an "allow" entry with the MariaDB user to allow remote connections.
